No need to run hwclock on suspend/resume

Bug Description

Binary package hint: pm-utils

pm-utils currently ships /usr/lib/pm-utils/sleep.d/90clock, which is not necessary
on modern kernels, so we can just not ship the hook.

  * debian/95hdparm-apm: apply a default apm policy to all drives on
    resume/thaw, based on AC state, for consistency with the settings
    applied by acpi-support. LP: #59695.

  * debian/rules: don't install sleep.d/90clock, the kernel now handles
    setting the system clock on its own (and much more efficiently)
    without needing to call hwclock. Cf.
