Empty translations in desktop file causes empty menu entry

The existence of empty translation lines in the desktop file causes the menu entry under System/Administration to be empty save an icon for anything other than english. Removing the empty entries should make them use the default. Attached is a debdiff that does that.

Imo, this is a temp fix. I would much prefer seeing translations, of at least the comment if not the name. Thomas, if you use Ubuntu Studio Controls in a language other than English, would you consider adding a translation to the debdiff?

I'm actually a native English speaker and had only switched my language settings to German to help with learning it. I did add a de_DE translation of the Name and Comment. I think they are right but really they are just my best guess. I don't know if my best guess is better or worse than nothing at all.

I also removed the period from the Comment line to match all of the other examples I've found.

Let me know if you'd like another without the de_DE translations.

Looking around it seems there is an effort to remove the translations from the desktop file and ship them in the various language packs.
