rosegarden recommends an unnecessary package

Bug Description

Binary package hint: rosegarden

rosegarden recommends khelpcenter4 (Debian refers to khelpcenter), which is really an unnecessary package.

After Debian #493450 closing, khelpcenter has been moved from Depends to Recommends, but on Ubuntu recommended packages become installed by default.

I think it's possibile move khelpcenter4 to Suggests safely, without making the application unusable.

    - debian/rosegarden-data.install:
      + Add usr/share/doc/kde/HTML to rosegarden-data, to provide online
        help documentation.
    - debian/control:
      + Build-Depends on libfftw3-dev instead of fftw3-dev.
      + Recommends on khelpcenter4 instead of khelpcenter.
  * Move khelpcenter4 from Recommends to Suggests (LP: #321361).
