yaws should depend on zip

Unless zip is installed the all.zip entry in the directory listings does not work.

Added zip, tar (gzip), and bzip2 to Suggests because it is not essential to use the software and seems like a minor feature. (The feature being described is a link at the top of a directory listing that will automatically compress & archive the files in the current directory for download.) If this should be Recommends or even Depends, let me know. :)

I just removed the line about changing maintainer field since we do not include that and added a (LP: #318351) to the changelog to automatically close this bug.
