Brightness control on HP laptop does not work with ubuntu-proposed updates

Bug Description
Ubuntu Version: 8.10 x64 w/ Proposed Updates
With a clean install of Ubuntu 8.10, the Function (Fn) buttons on my laptop (an HP dv6565us ) work for triggering brightness increase and decrease (Fn + F7/F8). Once updates are installed (through ubuntu-proposed) the brightness controls do not work. Also the power manager does not seem to have an effect.
Xev reports this on Fn + F7 (brightness decrease):

(similar for Fn + F8)
This is a particularly vexing issue as it significantly reduces battery life and seems to be a regression.
I would like to help, so please let me know what I can do.
