dch should manage Ubuntu's no-change rebuilds

Bug Description
Binary package hint: devscripts
When managing transitions or rebuilds (similar to Debian's bin-NMUs), Ubuntu developers must upload no-change rebuilds to accomplish this goal.
Actually, dch does not have an option to manage this task and developers must manually mangle package version to use "buildX" versioning convention.
A "dch --rebuild" option would speed up the process, especially for huge transitions.
