Translations opened for everyone

Bug Description

Translations are opened for everyone.

Yes, this is good thing but it also allows everyone (including them who are not skilled linguists) to contribute.
I just spent 1 hour reviewing the Swedish translation and changed at least 70% of all strings (due to poor language, spelling issues, bad grammar, you name it).

Limit the translations to only approved teams in the Launchpad Translators Group.

Daniel,

Judging from your profile in lp, you seem like a pretty knowledgeable person
about translations. Do you mind explaining how translations would happen now
for Entertainer? Who can work on the translations? How does this restrict
who can translate and how do we ensure that our translations are worked on?
How would new translators start contributing (do they have to join the
Launchpad Translations team)?

Furthermore, it looks like the Launchpad Translation team only covers a
handful of languages. How does a language that is not part of that team get
worked on? For example, you don't have a designated team to work on French
translations. How will our core developer who works on actual Entertainer
code also contribute his translation effort to the application? If the
answer is "he can't and no one can contribute in French because there is no
team," then I'd be hesistant to restrict our translations to the Launchpad
Translations Team until the team matures and supports more languages.

I've been the uploader for the project's pot file. Do I need to join the
Launchpad Translators group to upload the pot file for Entertainer?

I'm hoping to just understand the translation situation better because I'm
coming at this with a total lack of experience in this area.

Thanks,
Matt

Matt,

Translators who wants to contribute will now only be able to submit suggestions. When they notice that they can't submit "real" translations, they will hopefully apply for membership in the corresponding translations teams.
This is exactly what we want, people should form small groups instead of working all alone. This means that we can support and help our members with both glossary, best practise, proofreading and so on.

We who started up this teams are all tired of bad translations. We rather see the original text than a badly done translation.

Yes, there are only a few languages in the Launchpad Translation teams. By (nicely) "forcing" translators to join a group, we will all grow. If you want to allow more translators/languages in, restrict the policy to Ubuntu Translators teams. They cover almost all languages.

No, you shouldn't need to be a member of any of these groups to upload POT files.

Hello.!

I translated Entertainter in Russian, and I am not in any of Launchpad translation teams. How should I submit my suggestion of translation?

There is no Russian team in https://translations.launchpad.net/+groups/launchpad-translators list. May be I misunderstood something? What group I need to join to be able to submit translations to Entertainer?
