fsck every 30 times can be frustrating

Bug Description

Is it possible to do a read-only fsck while the system is idle? If so,
then it would be nice for Ubuntu to do this every week or so, at night,
and flag the system for a proper read-write fsck on boot only if a
problem is found in read-only mode. This would greatly reduce the number
of times that the fsck would be required on bootup.

That's good to know, and I think the message should say "Machine has
been started 30 times without cecking, check forced. See the tune2fs
manual page for details on how to skip this check."

However, I still think we should provide a background check service, so
that people can have the assurance that their disks are clean AND avoid
the monthly stop-and-check.
