checkinstall "mkdir -p" fails to create directory

Binary package hint: checkinstall
This is on ubuntu intrepid, 32bit.
When using checkinstall, it aborts with a failure to create directory, giving a message like the following:

/bin/mkdir: cannot create directory `/usr/local/
making the directory manually, with sudo, works just fine, and allows checkinstall to proceed past that point of failure (until it hits the next one). thus, a single checkinstall procedure requires several manual mkdir steps in order to let it finish.

I had the same issue with the checkinstall from Intrepids repository so I tried to install 1.6.1-8 from Jaunty, and that resolved it.
