KPDL key behavness from period to comma on Lithuanian Standard keyboard layout

As designed by LST 1582:2000 http://ims.mii.lt/klav/lithkeyb4.html numpad KPDL key should produce comma character, but not a period character.
In attached file this mistake is fixed.

Meanwhile, I've uploaded it to Ubuntu. Thanks for your contribution!

(Btw, I notice your file does two changes - KPDL and add balticplus; normally it's better to handle each change separately, but I went ahead and put both changes in together this time since they're pretty straightforward changes.)
