Cannot compile win32 version of the latest FFmpeg, it needs newer versions

Bug Description
Binary package hint: mingw32, mingw32-runtime
When trying to compile the latest revisions of FFmpeg (http://
ERROR: MinGW runtime version must be >= 3.15.
Command was:
./configure --enable-
I've downloaded the respective tarball from the mingw site and unpacked it to /usr/i586-
Then, FFmpeg wanted Win32 API >=3.13:
ERROR: avisynth and vfwcap_demuxer require w32api version 3.13 or later.
Again, the problem was solved by downloading the respective tarball and unpacking it to /usr/i586-
I was experimenting with the FFmpeg revision 16038.

The bug is already reported to Debian, it'd be better to attend a little before uploading a new upstream version.
It shouldn't be long and difficult, I've already a test package in my PPA.
