setting the moderation bit causes an error

When a single user or the entire lists moderation bit is set (done under member management in the admin panel), and that user posts to the list, they get an error email back

Your message could not be processed because of an internal error (software problem). We are very sorry. The system administrator has been notified of the problem.

Their message appears to disappear into the ether.

(Andy, this seems closer to what I think you have been working on. The problem exists in the production system, though it didn't 6 months ago)

Kathy, could you test this a bit more. I tested it will all members moderated, and accepting the message, but I think we need to test a few more combinations.

11/15/08 (Kathy) - I have reset the Status to "Incomplete" because I'm still getting the error message. I tested on two lists on the production system - "test-kathy" and "erica". Both lists resulted in the error message "Your message could not be processed because of an internal error (software problem). We are very sorry. The system administrator has been notified of the problem."

I did not fix the production system -- we aren't in a position to do this
right now. Please test just on the development system and mark it according
to what exists there. I don't even have a login for systers.org to fix
anything there (and it's a little scary to change a running system)
