Ubuntu Intrepid on USB resets Timezone on Boot

Bug Description

evand said these lines in casper are where the issue lies (or at least that's how i understood it):
~/bzr/casper.trunk$ tail -n1 scripts/casper-bottom/02timezone
cp -f /root/usr/share/zoneinfo/UTC /root/etc/localtime

When I boot into my Ubuntu Intrepid USB Distribution, my timezone is set to blank. I set the timezone to EST -5, reboot, and it comes up blank again. The way I see it is that Ubuntu-on-a-stick still thinks it's a live-cd, and this may be an issue with a few other things.

      persistence is enabled (LP: #296855).

    empty string on boot to avoid debris from the live filesystem build
    process getting in the way of installation (LP: #94177).
