Binary package hint: kdebase
Icons for filetypes cannot be changed.
Tried this in Systemsettings-
Icons for existing file types cannot be changed (in KDE3 we have that option by for clicking the icons).
This also happens when a new file type is added in File Associations, the option to assign a specific icons is not available, so that every new file type always get the unrecognized icon (question mark icon).

Hmmm...no progress.
As for your information, the problem is there in final intrepid. I updated to KDE 4.1.3 and the problem persists..
