merge of switcher, and logout is not presented to non-admin users

Bug Description
the switch over code for merging the switch user actions into the logout actions works great - but unfortunately only for the first user doing the upgrade.
for another user logging in it is not obvious how to start this (resp. i did not see it at all).

Could you please provide the version of Ubuntu you are currently running and the version of which you have upgraded?
If I understand you correctly: when you press the power button, only one user gets the "Switch User" option?
