Network Manager Applet shows "No Network Connection" when all devices in unmanaged mode (managed=true)

Bug Description
When hovered over the Network Manager Applet, it shows "No Network Connection" on normal wired ethernet connection.
Also, the Network Manager Applet shows a warning icon instead of normal.
I have a static IP assigned.
All applications appear to have full normal working network access. The

yes, we should fix this.
The idea is to give ONLINE state when any unmanaged device has a IP address assigned.
Most likely we can reuse parts of the patch currently in the "network manager always offline bug".
