tooltip for rules is confusing

Bug Description
When hovering over the "Currently enabled rules" section, the following tooltip is displayed:
"The rows are grayed out because the current configuration is to [allow|deny] all incoming traffic"
This is confusing, as it is displayed even when there are no greyed out rules, or indeed no rules at all. I expect in most cases users will not have rules ignored by their configuration anyway.
The purpose of the grey colour is very easy to understand and does not warrant a description. Anyone that is smart enough to add a rule will already understand what is going on. The tooltip should be removed.
On a related issue (not worth creating another bug report about), "Currently enabled rules" is technically incorrect if it's displaying disabled rules as well (even though they're greyed out). It should be renamed to something like "Rules".

I think your idea is correct.
I change "Currently enabled rules" by "Rules".
I will quit the tooltip, but I'm thinking about this:
Maybe is better not show the disabled rules??? Or the gray color is ok?
