Bug Description
At the moment ifupdown runs the hook scripts in /etc/network/
It would be nice to have a --no-scripts flag to allow more fine-grained control on what a user decides to start/stop when ifup/ifdown is running and still being able to bring up/down interfaces with this command.
I'm attaching a patch that add supports for this feature.
