Please drop changes introduced in 0.1.3b-1.1ubuntu0

Binary package hint: iripdb

In version 0.1.3b-1.1ubuntu0 the libtag1-dev build dependency was downgraded from >= 1.4-3 to >= 1.4-2 to fix LP:#28520.

To minimize the Ubuntu delta that change should be dropped, as it's not necessary anymore.
