I have *nearly* the same problem here:
Enabling keyboard layouts stop my arrow keys working but not instantly.

I enabled the keyboard layouts some days ago and then that:
https://bugs.launchpad.net/ubuntu/+source/kdebase-workspace/+bug/262572
happened.

And today (two days later) all of a sudden my arrow keys + ins, delete, pg up+down stopped working.

Disabling the keyboard layouts made my arrow keys + ins, delete, pg up+down work again.
But not my multimedia keys.

System:
Intrepid Ibex on amd64 with kde 4.1 installed.

Bug 255008 is very similar to his.

I had similar symptoms with my arrow keys after today's update and the solution posted there worked for me. Just changed keyboard layout to evdev-managed.

I also had a similar problem. After booting up the daily-live, the USA keyboard layout was chosen, and just as you described no arrow keys worked.

They started working after I dug through the Keyboard settings and set the keyboard model to something similar to what I have (in my case a Dell PC-101)

I think it's reasonable to expect a working layout to be chosen by default since people aren't likely going to go through the "type this key, now type this key" wizard unless they have to.
