Windows can be resized beyond viewable area

Bug Description

Binary package hint: xorg

Reproducible on all non-maximized windows under a vanilla AMD64 install 8.04 (persists after updating), with the free ATI driver or the fglrx non-free driver.

You can drag the top/bottom edges of the window into the panels normally displayed there (the panel menu at the top and taskbar at the bottom). Those regions are thus obscured by the panels until resized out of them again.

Not found in Gutsy as the resize stops you at the panel boundaries.

Definitely a feature. Nothing annoys me more than not being able to resize a window beyond a certain margin. Imagine you have to view a control on a fixed size window, located at 700,700, but your desktop resolution is only 640x480. What now? Remember, Linux exists to bail you out of these unforeseen situations.

You can always manually resize so the window is smaller, additionally you can move the window by holding the alt key. Why put an artificial limit on the size of a window, other than to annoy advanced users?

Bug report unclear, please elaborate, possibly with screenshots. Is it a bug that will hinder your nomal use of Ubuntu? Are the actual panels off-screen? Is it going to affect a large number of people?

The report description is misleading; This is technically a bug, as the default behavior is not adhered to, as in that the panels may be obscured.

(Should post a feature request to request a setting to allow this... ;)

1) Can you obscure the panels at any time?
2) Have you checked to see if there is a setting which may allow or disallow this behavior?
3) Can you confirm that this issue is still present in 8.10?
