account create/login not operable

Bug Description

Unable to create new accounts and apparently login.

I can not test login as I do not have an account.

I think chat on #openlibrary is best place to solve this in realtime...
something from the sync from OL to PDRegistry.ca might have happened...

What should we do about account creation when it is live? Is there a plan already? I only ask because logging in/creating users appears to be disabled.

The architecture is there, not sure how to enable it...regardless, works
on live OL.
