ubuntu tweak should be more distro agnostic

Bug Description

Ubuntu Tweak should be more distro agnostic - the Ubuntu specific parts should be separate enough to make it work on other distros. Then it could be called Gnome Tweak. I'm sure other distro users would be interested in it.
It will be easier to make the Add/Remove programs part distro agnostic when Ubuntu will integrate PackageKit (probably in 8.10).

I appologize for this, so I open it again.
Because Ubuntu seems to doesn't plan to use Packagekit in a short term.
The features designed for Ubuntu will only be available for ubuntu for a long time.

Besides, I'm always make Ubuntu Tweak distro agnostic. Have you used it under other distros?
If you're using Fedora or others, I hope you can package a rpm for Ubuntu Tweak.
I think it will work well except the package specific features.

I'm using Gentoo now, it is run well. See the pictures below:

Good to hear it.

There are 2 specs about packagekit, but none is complete now. Maybe we could chase their authors about the status of these specifications.

I think making Ubuntu Tweak distro agnostic includes renaming it to something distro-agnostic.

Like «System Tweak» or «Linux Tweak». Maybe the name should also be simpler and cleaner, like the names of Gnome utilities.
