file toolbar doesn't exist upon opening

Bug Description

Binary package hint: firefox-3.0

When I open a fresh session of FF the File toolbar and Navigation toolbar (the only two I have set)
along with the "windows decoration" (Title bar) [[I have compiz]] do not seem to exist and the upper toolbar on my desktop is hidden.
When I press F11 it properly fullscreens and pressing F11 a second corrects the problem completely.
But only for the current session.

EDIT -- the file and navigation toolbars exist -- the "windows decoration" does not and i believe compiz is working properly.

Greetings, after filing the bug. I do believe I upgraded and it has since
not been an issue.
