missing dependency on libdbd-pg-perl

After installing the slony1 packages, using the perl script slonik_build_env produced the output below:

Can't locate DBI.pm in @INC (@INC contains: /etc/perl /usr/local/lib/perl/5.8.8 /usr/local/share/perl/5.8.8 /usr/lib/perl5 /usr/share/perl5 /usr/lib/perl/5.8 /usr/share/perl/5.8 /usr/local/lib/site_perl .) at /usr/bin/slonik_build_env line 12.
BEGIN failed--compilation aborted at /usr/bin/slonik_build_env line 12.

Installing the package libdbd-pg-perl fixes that.

I fixed "(LP: 244713)" to be "(LP: #244713)" to let it automatically close the bug.

Also I removed the note in debian/changelog about changing the maintainer field. We recently decided not to mention it in every upload where we deviate from Debian packages. :-)

Sorry for nitpicking, but it'd help to point out to which package you added libdbd-perl as a depends in debian/changelog - fixed that too.
