This isn't really a sync, but it's not really a merge either. I think it's closer to a sync! The Debian package as-is FTBFS on Intrepid, so I've taken it and added a patch which makes it b/i/r fine.

* Patch rexx.c using quilt to fix FTBFS on Intrepid.
* Modify Maintainer value to match the DebianMaintaine
specification.

Bashism fix from -4ubuntu1 has been dropped after a conversation on IRC - the Debian maintainer has a patch for this but as the rules file specifies SHELL=/bin/bash, it's not a major problem for now. More worthwhile is to reduce the Ubuntu delta.

I think it should be synced, because the bashism is gone.
