Ah, I see the problem here. Hebrew is read from right to left, and the arrows have not been configured to specifically suit that. I'm not entirely sure if this is an upstream GNOME problem, but I'll go ahead and report it upstream anyways.

I have the same problem with the ubuntu hardy hebrew locale.
I will report it also in the upstream.

I have the same problem. ubuntu 8.04, hebrew (usually Im with english system, but when I use the hebrew one, the bug appears).

Well this bug is really an easy one
My suggestion is to include the name of the pictures in the translation
I mean that if its an HTML page all you should do is add the <img src=""> tag into the gettext element and add an -he suffix to the flipped images attached to this HTML
(there should be 2 versions - the arrow.png pointing to the right and arrow-he.png pointing to the left - and of course an ability to control the filename that will be used to display the arrow according to the language)

Actually, Inkscape have done that before
That's the reason why I never completed the translation so far... (Ive got more 9 records to go but its too complicated to translate an SVG file into Hebrew)
