Add infrastructure to checkwatches for setting the Launchpad bug link on plugin-enabled remote bug trackers

If the LP plugin is installed on a remote bug tracker where we update bug watches, we should set the link to the LP bug.

can you elaborate a little bit more about this report? What do you mean by set the link to the lp bug? You mean leaving a comment in the remote tracker with the URL to the LP bug?

What Bjorn means is that when we're pushing comments to, or importing comments from a bug on a remote tracker that has a Launchpad plugin installed, we can tell that bugtracker "Look, bug 9148 that you've got there is being tracked as bug #123456 in Launchpad" using the API provided by the plugin. We should be doing that whenever we interact with a remote bugtracker that has a plugin installed (assuming the link isn't already in place).
