The default homepage is changed when set a valid proxy

Bug detailed description:

When the Bug #228093(Browser can't visit external websites though set a valid proxy) was fixed,there raise a new issue that the homepage was changed as:resource:/midbrowserconfig.properties.When I launch Midbrowser,I can see the page with following text:
#Do NOT localize or otherwize change these values
browser.startup.homepage=file:///etc/midbrowser/welcome.html

Reproduce steps:
----------------
1.Set a valid proxy,i.e.,"http://logicsbox.jf.intel.com:8080"
2.Launch Midbrowser
3.See the page with the text as described.
4.Click Menu->Tools->Preference,can see that the homepage was changed.

Current result:
----------------
The default homepage was changed to a page with some text when set a valid proxy.

Expected result:
----------------
The default homepage shouldn't be changed when set a valid proxy
