Reproduced steps:
----------------
1. download and install moblin-image-creator
2. create menlow-lpia-ubuntu-hardy-ppa project and target
3. try to install ubuntu-mobile fset, but failed.
    see below error messages:
    The following packages have unmet dependencies:
    telepathy-core: Depends: telepathy-haze but it is not going to be installed
    E: Broken packages
    Error in chroot. Result: 100

Expect result:
----------------
Can install ubuntu-mobile fset smoothly

Current result:
----------------
fail to add ubuntu-mobile fset
error message:
The following packages have unmet dependencies:
telepathy-core: Depends: telepathy-haze but it is not going to be installed
E: Broken packages
Error in chroot. Result: 100

1. seems it was a dependency issue. Workaround to create hardy-ppa image
     (1)create menlow-lpia-ubuntu-hardy-ppa project and target
     (2)open target terminal, install telepathy-haze and telepathy-core manually
         apt-get install telepathy-haze
         apt-get install telepathy-core
     (3)Install fset one by one gnome-mobile -> ubuntu-mobile-> crownbeach-full-mobile-stack ->crownbeach-full-mobile-stack-with-proprietary.
2. MIC used for creating project/target and installing fsets
    latest commit c26db615f568c36c1022fccb8ed57518d4619f04

I cannot reproduce this error - I can install gnome-mobile fset fine (gnome-mobile has the package telepathy-core). I can install ubuntu-mobile fset fine as well.
Also can you please try again using internal mirror and a second try not using internal mirror.

Parj, thanks for your quick response. As far as I knew, several people met the same issue. Community also reported such issue to moblin dev mailing list.
Steve Kowalik had found the root cause. I excerpted from the umd-devel mailing list

Issues still exist when I create images today.
MIC used today: commit 2f7e956e9c2d8d312226e5113385a0a40a45a1ab

If we add gnome-mobile fset and then add ubuntu-mobile fset this issue does not seem to occur. But if we add ubuntu-mobile directly it fails. Can you please verify if this works for you?

yes, you are right. I can reproduce what you found. If installing
gnome-mobile then ubuntu-mobile, it works. If installing ubuntu-mobile
directly, it would fail.
