xfce4-places-plugin icon size doesn't follow gtkrc hints

Bug Description

Binary package hint: xfce4-places-plugin

Because the places plugin is supposed to be placed next to the standard Xfce menu, it should follow the same hints for its icon sizes.

I have this line in my ~/.gtkrc-2.0 file:
 gtk-icon-sizes = "gtk-menu=22,16"

This makes the icons in my Xfce menus 22x22. (The 16 after the comma is for application menus and toolbars.)
I believe the places plugin should follow this hint as well.

Thank you for taking the time to report this bug and helping to make Xubuntu better. You reported this bug a while ago and there hasn't been any activity in it recently. We were wondering is this still an issue for you? Can you try with latest Xubuntu release, Hardy Heron 8.04.01 or Intrepid Ibex 8.10? If this is still an issue, could you tell us what version of Xubuntu you are using ('lsb_release -rd' in a terminal)? Also, what theme are you using? Thanks in advance.

This still happens in 8.10, regardless of the GTK theme.
I've attached a screen shot of the main menu and the places plugin.
Admittedly, it's not a major issue, but it does slightly irk me. :)

I think this is due the design of the icon. If I open Applications -> Settings -> Settings Manager -> Panel and use the slider to the right of 'Size (pixels): ' to grow the panel, the icons grow with it, but the Places icon will remain slightly smaller than the rest of the icons. This becomes more visible when the panel becomes greater than 40 pixels or so. Places icon is smaller than the Applications, Email, Firefox, XChat, Help, Weather, Network Manager, Volume Control, and Quit button on my panel. At small sizes, this does not show up, but does at bigger sizes.

The icon is generated from the Applications -> Settings -> Settings Manager -> User Interface Preferences; second tab 'Icon Theme'. Changing the Icon Theme changes the icon used for Places. Some of the icons are larger then the Applications, and some are smaller.

I'm afraid I didn't make myself clear enough.
I'm not talking about the menu's panel icon, I'm talking about the icons of the menu items inside the menu.

If you look at the screen shot on the left, you can see that the icons inside the xfce4-menu-plugin (for Settings, Accessories and Development) are 22x22 pixels. This size is taken from my ~/.gtkrc-2.0 file. The xfce4-places-plugin (on the right in the screen shot) however ignores the ~/.gtkrc-2.0 file and the icons for my home folder, Wastebasket, Desktop and the File System are only 16x16 pixels.

Since the xfce4-places-plugin looks exactly like a menu, I believe it should follow the same hints as the xfce4-menu-plugin.
I believe there are some implications for accessibility as well.
