failed dist upgrade (7.10-8.04): gnome-applets & ubuntu-desktop

Bug Description

Binary package hint: update-manager

I ran the standard distribution upgrade, to upgrade from a fairly standard Gutsy Gibbon to Hardy Heron. The download went fine, but installation failed on the packages gnome-applets & then ubuntu-desktop. The upgrade finally aborted & said to report this bug, and that it would run a recovery (dpkg --configure -a).

Not sure whether the system will be usable after a restart.

Attaching the log files from /var/log/dist-upgrade, as requested by the distribution upgrade failure window.

This is a duplicate of Bug 225808, which I just filed directly through the launchpad site. This one is from "report a problem" in the distribution upgrade help menu, in case there's useful additional information included in this method.

(Sorry, I've never submitted an ubuntu bug before. That's a good thing!)

dangit i just noticed that it defaulted to reporting the bug against firefox-3.0. It should be filed against dist-upgrade instead.

Looking through the dist-upgrade/main.log file, I think this is relevant:

A quick google search makes me think that the 25adept-archive-limits file is there for apt to clean out the package archive? It looks like a dpkg issue, so I'm going to mark the bug as such. Also, I've tried to look at the duplicate bug, but it's telling me I don't have permission to access the page. Can you get to it huzzam?

The underlying problem is that debconf is not working in that apt run. It's definitely not a dpkg bug. In fact it looks like a user problem where the update is run without X support while debconf requires it. Possibly an old update-manager or debconf problem.
