autostart config option needs to create autostart dir if none exists

If $HOME/.config/autostart does not previously exist, awn-manager's autostart option does not function. This directory should be created when writing the .desktopfile

Here's a quick fix for this. It makes it functional and cleans up some unused screenlets manager code.

I am still affected by this bug on Intrepid, thus reopening it.

I am using AWN 0.3.2-0ubuntu1~ppa2, which was upgraded from the previous version in the ubuntu repositories (0.2.6-7ubuntu), so I am wondering if the fix also covers the upgrade path and not only a new installation of the package.

~/xsession-errors shows the following:
gnome-session[6448]: WARNING: Could not launch application 'awn.desktop': Unable to start application: Could not create child process 'awn-autostart' (No such file or directory)

I could not find the 'awn-autostart' anywhere in the system, which the package does not seem to install.
