toshiba_acpi does not work on Toshiba Tecra M2 laptop

Bug Description
This is regarding a Canonical-supplied Toshiba Tecra M2.
Fn+F9 is used to enable/disable the touchpad. However, nothing happens when I
try to turn it on. The Tecra M2 has dual pointing devices: Alps touchpad and
Accupoint.
