system-config-samba does not create /etc/libuser.conf

Bug Description

Binary package hint: system-config-samba

After installing system-config-samba it would crash on startup.

Running in terminal revealed
SystemError: could not open configuration file `/etc/libuser.conf': No such file or directory

Installing libuser did not change this, so I then tried touching /etc/libuser.conf which solved the problem.

Description: Ubuntu hardy (development branch)
Release: 8.04

Solution would be for the package system-config-samba to depend on libuser and for the file in /etc to be create on install.

Oh, and i forgot; libuser1 is now a dependency of system-config-samba
