APT proxy not correctly set for the chroot (Hardy)

Bug Description
When building a new chroot with :
http_proxy="http://
the chroot building fails when doing apt-get update because the file contains "${http_proxy}" instead of "http://
Here is a quick fix for 020-apt-get-update to fix the bug.
