Access Control List tab should suppress Permission tab when enabled

Bug Description

Binary package hint: eiciel

When Eiciel is installed, it adds a "Access Control List" tab to Nautilus Properties window.
With this tab, the "Permitions" tab is obsolete and should not be shown, as it may confuse users.

Yes. Intrepid is still with the permission tabs shown.
