Bug Description
Binary package hint: bzr
Request:
Update bzr to version 1.3, including incompatible plugins, by syncing from Debian. Packages and versions include:
(main) bzr: 1.3-1
(universe) bzr-svn: 0.4.9-1
(universe) bzr-builddeb: 0.93
(universe) bzrtools: 1.3.0-2
A rationale for the exception, explaining the benefit of the change
A new version of bzr brings in various bugfixes, performance improvements, and also compatibility with newer plugins. Particularly, bzr-svn would be a dead-end with known bugs if we do not keep bzr updated.
Historically bzr's comprehensive test suite and short release cycles result in few if any regressions from release to release, so it's a pretty safe FFe.

Ack from me for Universe if Main updates.
