digikam is now intentionally not built on ppc64el riscv64 s390x

Therefore, please remove it on those architectures. It appears that process-removals does not automatically handle arch-specific removals from Debian.

Gladly those metapackage dependencies are only recommends.
But will they be cleaned up one day?
