zip in ubuntu 24.04 getting buffer overflow if right single quote mark present

Bug Description

If a file name or directory name within a directory being backed up with zip contains a unicode right single quoation mark, zip can no longer handle it. Zip returns
*** buffer overflow detected ***: terminated

Using the zip program available in Ubuntu 22.04, even on a Ubuntu 24.04 system, correctly handles such file names.

I have the same problem (I suppose) on kubuntu 24.04/wayland, if the filenames contain german Umlaut (äöü).
