Please remove usrmerge from noble

Bug Description

Reason:
Transitional package to convert the system to the merged /usr directories scheme. All systems since 22.04 already have merged /usr directories scheme.

I believe dhcpcd and mmdebstrap should remove dependency on usrmerge before removal.

We do not block package removals on testsuite triggers. Please follow up on those packages separately to remove the test dependencies.

i would feel slightly safer if ubuntu-release-upgrader would prevent upgrades to noble, if the system is still not usrmerged somehow.

we only added usrmerge in jammy; and some people will try to do jumps from focal to noble; skipping jammy and thus end up non-usrmerge.

are those protections in place somewhere else now?
