Workstation 2 doesn't recognized right clicking on top bar

Bug Description

Using 23.10-latest and following the revelations @ https://bugs.launchpad.net/ubuntu-mate/+bug/2048411 I have now realized that when selecting the 2nd workspace, right clicking on the top bar (wishing to add a launcher) no menu pops-up.

When clicking back on workspace 1 and doing the same it works.

The shortcut is then also displayed as regular on both workplaces.

I am also having this problem on the bottom(task) bar:
Right clicking on a window status does not do anything.
If I single left click anywhere on another monitor of the same work space and then come back to this primary one, right click again: the contextual menu will appear.

This is also intermittent
