MANTIC-Will the real primary monitor please stand up?

Bug Description

Using the latest 23.10 ISO and immediately after installation there seems to be a weird understanding of what a primary screen really is and how to interact with it.

What we see on the first picture below are the 2 right-most monitors of a 3 monitors setup. And as we can see the middle one was given the GUI action, while the right-most is still holding onto the taskbar at the top and down (Shouldn't it the taskbars be on the primary monitor?)

Another thing to consider from this picture is that "Set as primary" was just clicked in and therefore, from a user perspective, those settings should had been applied and be in effect right now.

Believe it or not it took me 2 times accessing the monitor properties options and clicking on "make primary" before those taskbars finally redrawn on the proper (middle) 1st screen.

But wait, there's more.

It seems that CTRL+ALT+T also has problems agreeing on which is the primary monitor for in the above mentioned setup when issuing this key combo will result in a terminal opening up on the left-most screen (user facing)

Experienced right now on workstation 2:
Left-most monitor is primary: opening firefox does so on the middle monitor.
