Bug Description

This was raised from checkbox testplan com.canonical.plainbox::camera, which takes human interaction to check the status of physical camera privacy led light.

The reproduce steps can be simplified as:
1. browse to https://webcamtests.com/
2. enable use of webcam
3. check if camera led lights up

This affects only platforms with hardware components driven by usbio-drivers.

While MIR (bug 2041800) of usbio-drivers is not yet complete, the target package is set to unknown until available.
