OPAC - improve page layout for Add basket to saved list

Bug Description
Bootstrap OPAC:
The basket option to "Add to Saved List" opens up the My Lists page with a form at the top to create a new list followed by a set of basket-related action buttons followed by the titles that are in the basket. (Screenshot attached.) There is a lot going on here and should be made clearer for patrons.
Noting that this process was streamlined in the Angular staff catalog so that the same option creates a simple popup box with tabs to either create a new list or select from a saved list. Applying the same sort of workflow to the OPAC, my recommendation would be to simplify the existing page
1) Save to Existing List
- This could either be a dropdown button or they could be listed as links
- This could be hidden if there are no lists created yet
2) Create a New List
- Button to expand new list form if selected
- If there are no lists created yet, expand this form by default
3) I think it's confusing to show the basket contents and all of the basket actions at the bottom of the page. Maybe replace that whole section with a button for "View Basket" that takes the user to the normal View Basket page with its associated actions.
