Bug Description

[ Impact ]

 * This would fix undesirable screen rotations on three dell laptops with accelerometers

 * This includes Dell model with any of the following SKU: 0CB2, 0CB3, 0CB4

[ Test Plan ]

 * On a Dell model with any of the above SKUs

 * Rotate the machine to different angles, and the screen changes to portrait/landscape

 * Apply the rules fix. Try to rotate the laptop and screen rotation does not happen

[ Where problems could occur ]

 * The change add settings for certain Dell models into the hwdb

 * Anything else of the systemd is left unchanged

I have uploaded the change to noble, mantic, and jammy. Given that lunar is EOL on January 25, I think it is fine not to SRU to lunar, so I have marked that won't fix.

Accepted systemd-hwe into mantic-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/systemd-hwe/253.5.3 in a few hours, and then in the -proposed repository.

Ran below steps to verify the proposed packages 249.11.5 (Jammy) and 253.5.3 (Mantic) :

1. add proposed channel

2. $ apt install systemd-hwe-hwdb=<version>

3. verify the proposed version was installed:
   $ apt policy systemd-hwe-hwdb

4. verify that /usr/lib/udev/hwdb.d/90-sensor-ubuntu.hwdb contains new SKUs:
  0CB2, 0CB4, 0CB3

5. verify "No accelerometer" after updating the package:

$ monitor-sensor
    Waiting for iio-sensor-proxy to appear
+++ iio-sensor-proxy appeared
=== No accelerometer
=== Has ambient light sensor (value: 0.000000, unit: lux)
=== No proximity sensor
