Bug Description

Binary package hint: bind9

This is related to, but different than bug #203528. https://wiki.ubuntu.com/ApparmorProfileMigration has been revised to also force complain mode when upgrading from an apparmor aware release when there is not an existing profile on the system. Patch forthcoming.
