Remove dotnet7 from noble

We would like to remove dotnet7 source and its binary packages from noble as part of our LTS support strategy.

There are no reverse dependencies when running `reverse-depends -r noble dotnet7`.

The autopkgtest dependencies on dotnet7 have to be removed as well:

dotnet6 can safely be ignored as this package is also requested for removal [2]
