What LXD version are you running?

It looks like you're running on top of a newer version which is affected by https://github.com/canonical/lxd/issues/12473:

We only support the current LTS release of LXD so you need run 5.0.2 from 5.0/stable. If you have a newer LXD version in your current deployment you need to recreate it as LXD does not support downgrades.
