(ignored) test failures with python 3.12

Bug Description

As previously reported in Debian (https://bugs.debian.org/1055801), pandas currently has some test failures with python 3.12.

The Ubuntu package fixes some of these, but ignores others.

I don't yet know whether these failures include any wrong answers (as opposed to explicit exceptions).

It looks like most of these are exceptions - these ones *might* be wrong answers but this is unclear:

TestAtErrors
TestLocWithMultiIndex
TestMultiIndexSlicers
test_bad_quoting
TestSetitemSlices
test_reset_index_dtypes_on_empty_series_with_multiindex
TestMultiLevel

It also looks likely that applying more of upstream fix 53743 would help.

  * Be compatible with Python 3.12. (Closes: #1055801, LP: #2043895)
  * Use cython3-legacy (workaround for #1056828).
